The Jefferson Parish Public School System (JPPSS) is Louisiana’s largest school district, with almost 50,000 students. As a result of Hurricane Katrina, JPPSS suffered severe wind and flood damage to all 85 of it’s campuses as well as administration buildings. Initial damage assessments were rejected by FEMA. DMS successfully challenged FEMA’s decision. FEMA agreed that the administration buildings, Woodmere Elementary, Terrytown Elementary, and the Grand Isle Gymnasium were more than 50% damaged, thus eligible for replacement. The design of the replacement facilities was unprecedented, including an 18 foot elevation to raise the gym above the flood level.
